need help with vr-12 on 2k

hello to all
so I've picked up a Cobra 2000 that has been hacked tr-26 missing tr-24 missing r131 cut
I've replaced all the cut items but when i turn vr-12 to adjust the modulation i don't see any change in wattage or audio i took vr12 out checked with an ohm meter and it adjust just fine put it back in check diode next to it also check out good if i remember correctly clockwise is open and counter is less audio

That's usually how it works, provided the pot has been installed correctly. Could there possibly be another mod done to this radio which isn't as easily seen as the other vandalism?
