what radio are you asking about putting a variable talk back in. radios vary as to how you do it.

The simplest is to do the resistor mod and add a micro-switch to turn it off when not needed, changing the value of the resistor will decrease the volume.

you can use a 200 hundred ohm potentiometer on a radio with a pa..does the 148gtl have one i dont remember?

here is a picture showing how to put a resister talk back on a 25 and 29 radio. the 148 is the same. either use a resister or use a 100 to 250 ohm variable pot to make it variable as you asked. I have done some over the years and put the pot out the back of the radio so as not to drill holes in the covers. just my preference. so you are aware of this one item some times talk back does not sound as good on SSB compared to AM . so if talk back is not clear do not ask how to clear it up.

I have a RF Limited UTB-1 that I had put up but don't not understand how to put it in the cobra 148 f

well from what I remember about this talk back board you have I think I remember you have to cut a trace if not mistaking. if you are not good with cutting up your radio I would not do this board mod. if you do not understand it is the 1st thing I would shy away from that mod.
you could put a resister in the 148F radio with out hurting it. a 148F is hard to beat. a very nice radio. can you post the instructions to it so we could verify the mod.

that is the basic same board as what the video has on it I left you to look at. i have a 148F and a tr296F and both are the same board. one says cobra and the other says texas ranger.the board may have a trace that turns a little different than the one in the video but still the same. a 2950 radio has the same trace location as this board in the video. I have put relay talk backs in radios and it hooks up basically as the utb-1 board does at the speaker jack.

sounds like you have most done right since it Rx works. just not the TX portion is either not done right or the board you have is bad. really need to see a copy of the install page and a pic of how you hooked all of it up. have you looked at the video I posted for you to make sure it was hooked up right.
