Order some real "Schottky" diodes (generic compatible diodes will work too) and replace D15 and D16, if that doesn't wake up the receive then replace TR17 with a compatible transistor. You will find a kit online with the parts you need. This is a known problem on the EPT3600-14B boards.

Is it the volume that is low or the rec signal? also is it the meleka or the 88hl mobile
For the 88hl make sure D15, D16 and TR17 are replaced with original parts numbers. Generic replacements cause problems.

I would start with a voltage check on the audio amp IC8 TA7222AP and suspect a e cap in that area if it is natural causes . If you can scope it check pin 4 input and then pin 9 output for signal gain.

The loads in the receiver section are very touchy and easily broken, be very careful with them. Is this issue in all modes or just one?

if the radio is like this on all modes check the caps at the audio IC and one could be shorted or just weak causing your problem.
every one is trying to help . unusual for the 88 to have all modes the same unless it is like a cap in the main sections. you have to remember the caps are over 20 years old now and will start to get weak. if you would look at the schematics I gave you a long time back that shows the 360014 board marked uo for the tX and rx sections. this will help you see what parts are in each section to check. if you do not have them for some reason I can resend them to you. the ones marked up are for the 360014 board.

I was just thinking about you said the TX talk back is very low also. did you check to make sure the radio is TX on freq. with a freq counter? did you try to listen to your audio from another radio?

Yes I did and it TX fine on frequency I talked to a guy in my neighborhood and he said it sounded good And I could hear him it was just not very loud. The radio works well other than the volume wide open is only as loud as if it was only a 1/4 the way open

Try an external speaker in case the one in the radio is failing.

-- Saturday, 26 November 2016, 17:49 PM --

Checked the microphone & wiring? Many have a audio disconnect on transmit in the mic & wiring switch. Might be shorted to something making a high resistance connection.

Plug an External speaker into the PA jack and switch the radio to PA and see how loud the PA volume is.

If the PA output is low as everything else appears to be, the issue will be somewhere in and around the Audio Amplifier circuit.

I'd be looking all around IC8 , TR42 and all the electrolytic capacitors in that part of the circuit, especially C157 as it is wired in series from the wiper of the volume control.

No PA output at all ? That is strange -
Check Plug & Socket J104 on the PCB and make sure it is NOT plugged in REVERSED.

Check the soldering and any wiring at the CB & PA jacks on the circuit board , Also check the wiring to the AM / FM / USB / LSB / PA switch.

If that's all OK , Replace C145 , C146 , C157 , C156 , C150 & C151 as a starting point.

agree pabxone the caps right around the audio chip needs to be changes to 16 plus volts if they are 10 volts in there. I believe C145 is a 10 volt.
anyway SB change those out with good new ones and see what you have.
