Not a whole lot of info on that radio, here is some that I found, http://malzev.tripod.com/cb-funk/ptbm134.htm . It is an 10m conversion radio, AM/FM, did you check he FM to see if that is working? Possible dirty switches? Since the PA is working at least the audio amplifier is fine, if there is no FM then look at the driver and final.

its a midland 77-200 it does not have fm

Okay, it is basically the same except the lack of FM, it is the USA version. Start with the the basics, clean up the switches and check the board for cold solder joints.
